(turns out that they didn't discuss it at all - not a single comment from any board member was made, but instead the interim town administrator's letter was read, see p.27 of this week's agenda)

An attempt has been made by town hall to explain what this statement meant (and we really appreciate it!) We have been told that it was Coralue's belief that Mr. McKenna instructed the Treasurer to book certain non capital items against the Capital Improvement Fund. Ordinance No. 1, Series 2004 was on the Town Board agenda for public hearing and Second Reading April 13, 2004. Ordinance 1-2004 codifies the original 1984 ordinance establishing the Capital Improvement Fund outlining what items Capital Improvement Fund monies can be spent on. So, it would appear as though town hall is taking steps to clarify this issue and to make certain it doesn't happen again.
EXCEPT THAT FOR YEARS THE TOWN'S AUDIT SAYS "THE SALES TAX REVENUE FUND WAS ESTABLISHED BY RESOLUTION IN 1984 TO ACCOUNT FOR THE RECEIPT OF 33% OF SALES TAXES. THESE REVENUES ARE PLEDGED TO THE PAYMENT OF PRINCIPAL AND INTEREST ON THE 1985 SALES TAX REVENUE REFUNDING AND IMPROVEMENT BONDS. UPON ACCUMULATION OF A SPECIFIED RESERVE, EXCESS TAX REVENUES MAY THEN BE USED FOR CAPITAL IMPROVEMENT."
