State boiler inspectors attempted to inspect CHS/Railstar Loop's #12 at the end of last week, but because the operators/owners failed to get the boiler registered with National Board of Boiler and Pressure Vessel Inspectors and also failed to get the required permit to enter it into the state of Colorado, the inspection was halted and the boiler was red-tagged and is not allowed to run in the state.
Other sources had informed us that the #12 was for sale for 17 years, for that very reason- the paperwork did not exist.(we have put in a request to the National Board for copy of this paperwork)
Railstar owner, Ron Trottier, was asked about whether or not this paperwork had been accomplished at the local open house several months ago. Mr. Trottier's response was that the paperwork was "in order".
When asked, Railstar and CHS officials contend that getting the paperwork in order in time to for the May 28th opening day would be no problem. However, the normal process for getting a boiler registered with the National Board of Boiler and Pressure Vessel Inspectors can take months. Unfortunately, there are only 46 days until opening day. If there is no steam running on the Loop on May 28th, 2005, the Railstar contract with CHS will be in default.
Even worse is the possibility that CHS will pull some strings, fast track the process - a process intiated for the safety of the public, and run an unproven, untested locomotive on a line unfamiliar to the new operators who have told local job applicants that they don't intend to hire until the middle of May- leaving essentially no time for the new crews to familiarize themselves with the line and the locomotive.
More than a few knowledgable industry professionals have stated that this scenario is likely to spell disaster. Get ready local businesses! This "new and improved" CHS Loop operation will (has already) cost us dearly.
Comments submitted from Georgetown Citizens:
1. This is so pathetic. They only have one steam engine and it's redtagged. They still won't have enough engines even if that one passes inspection! Hello! The previous operators had 3 steam engines PLUS 3 diesels!
2. It will only take one season for these fools to be proven as the liars that they are.
3. Lee Behrens and those other CHS toads should be fired! Trying to fix something that wasn't broken and devasting the economy of our town is unacceptable!
4. The Governor should be ashamed!- For allowing this State agency to turn our world-class operation into a laughing stock and embarassment.
